The Nigerian Communications Commission (NCC) has announced a Draft 5-Year Spectrum Roadmap (2025–2030) and Draft Guidelines for the Use of the 60 GHz License-Exempt Band for Multi-Gigabit Wireless Systems.
The unveiling of the two major regulatory draft documents by the Commission was aimed at shaping the communications landscape over the next five years and accelerating the deployment of ultra-high-speed wireless connectivity across the country.
The telecoms regulatory agency disclosed this in a public notice published on its website for public access and review, and was issued in line with its statutory mandate under the Nigerian Communications Act (NCA) 2003.
The public notice, dated 19 December, 2025, was signed by the NCC Head of Public Affairs, Mrs. Nnenna Ukoha.
According to the NCC, the Draft Spectrum Roadmap for the Communications Sector (2025–2030) outlines the Commission’s strategic approach to spectrum planning, allocation, and management over the next five years.
The Draft 5-Year Spectrum Roadmap was designed to ensure efficient spectrum utilisation, support emerging technologies, promote broadband expansion, and align Nigeria’s spectrum policy with global best practices.
The second document, the Draft Guidelines for the Use of the 60 GHz License-Exempt Band for Multi-Gigabit Wireless Systems, is a regulatory framework for the deployment of high-capacity, short-range wireless systems.
The 60 GHz band, aimed at supporting multi-gigabit data speeds, is expected to play a critical role in enabling next-generation applications such as high-density urban broadband, fixed wireless access, enterprise connectivity, and back haul solutions.
NCC, in accordance with Section 58 of the NCA 2003, has invited industry stakeholders, operators, equipment manufacturers, consumer groups, and members of the public to review the draft frameworks and submit their comments and recommendations.
The Commission stated that all submissions must reach the Commission no later than Friday, January 16, 2025.
NCC further directed that comments and inquiries should be forwarded electronically to the following email addresses: ygibrahim@ncc.gov.ng, yabdulkadir@ncc.gov.ng, and jdavid@ncc.gov.ng.
It added that stakeholder input will be critical in refining the documents to ensure that the country’s spectrum policy framework supports innovation, investment, competition, and sustainable growth in the communications sector.
