The All Progressives Congress (APC) governorship candidate in Oyo State in the 2027 elections, Senator Sharafadeen Alli, has unveiled an ambitious development manifesto, tagged, ‘My Pact‘.

Unveiling Senator Alli’s My Pact manifesto

He promised local government autonomy, a ₦10 billion youth fund and an increase in the state’s internally generated revenue (IGR) to ₦150 billion annually, if elected governor.

Alli made the promises on Tuesday during the unveiling of his manifesto, tagged ‘My Pact’, before stakeholders drawn from community development associations, professional bodies, artisans, traders, labour unions, political groups and other sectors in Ibadan.

The manifesto outlined the proposed development priorities of his administration.

It was anchored on seven pillars under the acronym Oyo AHEAD, covering local government autonomy, infrastructure advancement, health reform, education and employment, agriculture and export, digital economy, and security.

Speaking at the event, Alli pledged to grant local government councils financial and administrative autonomy from his first day in office, arguing that effective governance must extend to communities across the state.

He also set a target of making Oyo one of Nigeria’s three leading state economies, with an annual IGR target of ₦150 billion, insisting that the revenue drive would not translate into additional financial pressure on residents and businesses.

According to him, Oyo State, despite its landmass, population and economic potential, has yet to maximise its revenue-generating capacity.

“Oyo State is the largest piece of land in southern Nigeria. We have 351 wards in 33 councils, and about eight million people. A state like ours should be feeding the South West and selling to the world,” he said.

Alli expressed concern that the state generated less than ₦100 billion in IGR in the previous year, while neighbouring Ogun State reportedly generated nearly three times that amount.

He also cited poverty figures, saying about 3.8 million residents were living in poverty, and argued that targeted investments in infrastructure, power, agriculture and employment could improve household incomes.

“In every one of our 351 wards, there will be a clinic that works, a school that teaches, and a road that leads somewhere,” he added.

On infrastructure, the APC candidate promised to complete ongoing road projects, construct access roads to farming communities and introduce a 20-year warranty on newly constructed roads.

He also pledged to fully constitute the Oyo State electricity regulator, generate electricity within the state and provide dedicated power supply to industrial and agricultural corridors.

Alli said faulty transformers would be audited and replaced every six months, while, at least, 100 rural communities would be connected to electricity for the first time.

He further promised to restore potable water supply in 100 communities, expand the state’s public transportation system and modernise Pacesetter Transport Company.

On housing, he said his administration would collaborate with the Federal Government and private investors to provide affordable homes for low and middle-income earners, while reducing the cost and time required to obtain building approvals.

In the health sector, Alli promised to establish general hospitals in the six local government areas he said were yet to have such facilities.

He also pledged to recruit additional doctors and healthcare workers, noting that 10 hospitals in the state currently have no medical doctor.

The APC candidate further promised free health insurance for infants, pregnant women and residents aged 70 and above, with a target of increasing the number of enrolled beneficiaries from the current 271,000 to 500,000 within his first two years in office.

On education, Alli proposed reducing classroom populations to a maximum of 30 pupils, recruiting more teachers, expanding school infrastructure and establishing skills acquisition centres across the state’s zones.

He also promised to introduce an apprenticeship law to strengthen vocational training and create employment opportunities for young people.

Under his economic development and job creation agenda, Alli pledged to establish industrial parks, revive the Oluyole Free Trade Zone and introduce a guarantee fund to improve access to credit for small businesses.

A major component of the proposal is the establishment of an Oyo Youth Fund with an initial commitment of ₦10 billion to support youth-led businesses and entrepreneurial initiatives.

He also promised to establish digital hubs across the state’s five geopolitical zones to expand access to technology, digital skills and opportunities in the digital economy.

In agriculture, Alli said his administration would revive farm settlements, provide insurance coverage for 10,000 farmers and establish a produce board through the Oyo Export Council to improve market access and export opportunities for agricultural products.

The manifesto also outlines plans to strengthen the state’s security architecture to improve the protection of lives and property.

On workers’ welfare, the APC candidate promised timely payment of salaries and entitlements, alongside the provision of adequate working tools and improved working environments to enhance productivity in the civil service.

Alli said the proposed policies were designed to stimulate economic growth, improve public service delivery and ensure that residents across the 33 local government areas feel the impact of government.
