Arunma Oteh, a distinguished Nigerian-British economist and financial expert, has spent her career strengthening financial systems and promoting transparency in economic growth both in Nigeria and across the world. Born in Abia State, Nigeria, Oteh showed exceptional promise from an early age. She pursued her undergraduate studies at the University of Nigeria, Nsukka, where she graduated in 1984 with a first-class honors degree in Computer Science. Determined to broaden her expertise, she furthered her education at Harvard Business School, earning an MBA in 1990.
The professional career of Oteh spans several prestigious roles, each marked by her commitment to transparency, efficiency, and innovation.
She began her career at the African Development Bank (AfDB) in 1992, where she held key positions, including Senior Investment Officer and Group Treasurer.
During her time at AfDB, Oteh played a crucial role in fund-raising and managing investments in international capital markets, helping to strengthen Africa’s financial landscape.
Her leadership skills were further recognized when she was appointed Director-General of the Securities and Exchange Commission (SEC), Nigeria, in 2010.
At a time when investor confidence in Nigeria’s capital markets was low, Oteh introduced bold reforms to restore trust, improve regulations and promote transparency.
Under her leadership, the SEC established the National Investor Protection Fund and took strong enforcement actions against market abuses. Her tenure significantly contributed to the modernisation of Nigeria’s financial sector.
In 2015, Oteh took her expertise to the global stage as Vice President and Treasurer of the World Bank. In this role, she managed a massive $200 billion debt portfolio and oversaw assets totaling another $200 billion for the World Bank Group and other institutions. Her work ensured financial stability and efficient resource management, benefiting countries worldwide.
After her impactful tenure at the World Bank, Oteh transitioned into academia, sharing her vast knowledge with future leaders. She became an Academic Scholar at St. Antony’s College, Oxford University, and an Executive-in-Residence at Saïd Business School. She also serves as a non-executive board member of Ecobank, continuing to influence the financial sector with her expertise.
Over the years, Oteh has received numerous awards and honors for her contributions. In 2020, Forbes Africa recognised her as one of the 50 most powerful women on the continent. She is also an Officer of the Order of the Niger (OON), a prestigious national honour acknowledging her service to Nigeria.
