The Oyo State Rule of Law Enforcement Authority (OYRLEA) has commenced full-scale operations at its permanent Headquarters at Agodi, Ibadan.

It held an environmental tribunal session and a dedication prayer meeting held at the new office complex, marking the beginning of a new phase in the enforcement of environmental and public order laws across the state.
The Authority’s Environmental Protection Tribunal sat on Tuesday, 20 October, and it was presided over by Mr Kunle Abimbola, Esq., with three defendants arraigned over improper refuse disposal and other environmental infractions.
As stated in a statement by the Authority, and signed by the Chairperson, Hon. Justice Aderonke Adekemi Aderemi (rtd), the defendants entered different pleas to the charges brought against them during the proceedings.
The three defendants pleaded guilty to Count One but not guilty to Counts Two and Three, while the second defendant pleaded guilty to all counts.
The tribunal fixed penalties of ₦30,000 for Count One, ₦20,000 for Count Two and ₦10,000 for Count Three, in accordance with the applicable environmental laws of the state.
The sitting was significant as it marked one of the first major official activities at the new permanent Headquarters of the Authority
More importantly, it signalled its renewed commitment to enforcing environmental regulations and promoting compliance with laws governing public order in Oyo State.
Speaking after the proceedings, OYRLEA Chairperson, Hon. Justice Aderemi (Rtd.), stated that the commencement of operations at the new facility placed greater responsibility on the Authority to deliver on its mandate.
She urged its officers and staff to demonstrate increased commitment, professionalism and proactive engagement in enforcing the law.
This was as she stressed that the provision of a befitting headquarters and necessary resources by the Governor ‘Seyi Makinde administration in the state should translate into improved service delivery.
“To whom much is given, much is expected. The governor has given us a befitting headquarters and all the resources we need.
“Now is the time to be on top of our game. We must embrace enforcement with renewed vigour and ensure compliance in every part of this state,” she said.
Justice Aderemi emphasised the need for personnel to maintain high standards of discipline, work ethics and professionalism in carrying out their responsibilities.
She also disclosed that regular training and retraining programmes would be institutionalised to improve the operational capacity of the workforce and strengthen the Authority’s effectiveness.
According to her, OYRLEA would expand its activities beyond Ibadan to cover all local government areas and geopolitical zones in the state, ensuring that enforcement efforts reach communities and public spaces across Oyo State.
She identified markets, roads, public spaces and the general environment as areas requiring sustained attention to ensure compliance with existing regulations.
“We must go out, we must cover the length and breadth of Oyo State. Markets, roads, public spaces and our environment must reflect order, safety and cleanliness. We cannot afford to fail the people of Oyo State,” the chairperson added.
Her remarks underscored the Authority’s intention to intensify enforcement activities and make its presence felt beyond the state capital.
This is particularly in areas where environmental sanitation and public order remain major concerns.
Later in the day, the Authority held an inaugural dedication prayer session at the conference hall of its new headquarters.
The event brought together the chairperson, members of the Board of Directors, management and other staff of the Authority.
The prayer meeting was organised to dedicate the new facility and seek divine guidance, protection and wisdom for personnel as they discharge their responsibilities.
The General Overseer of Riverside Victory International Christian Ministry, Ibadan, Reverend Joseph Afolabi, delivered an exhortation at the service.
The cleric urged members of staff to regard their responsibilities as a call to serve humanity and promote justice.
He encouraged the workforce to embrace unity, love and cooperation, stressing that collective commitment would be necessary for the Authority to achieve its objectives.
Reverend Afolabi prayed for God’s protection over officers as they undertake enforcement duties, as well as unity and progress within the Authority.
He also offered prayers for peace and sustainable development in Oyo State and for the state government under the leadership of Governor Makinde.
The prayer session complemented the day’s tribunal proceedings, combining a renewed institutional commitment to law enforcement with calls for unity, integrity and responsible public service.
The establishment of OYRLEA’s permanent operational base in Agodi was expected to provide a central location for its administrative and enforcement activities, while the chairperson’s remarks indicate plans to strengthen its reach across the state.
Enforcement of environmental laws remained important to public health, sanitation and the general well-being of residents, particularly in urban centres where improper waste disposal can contribute to blocked drainage systems, pollution and other environmental problems.
The combined activities at the new OYRLEA Headquarters represented both an institutional milestone and a renewed declaration of the Authority’s responsibilities to the people of Oyo State.
This was as OYRLEA reaffirmed its commitment to promoting a cleaner, safer, healthier and more orderly state through the enforcement of applicable laws and the discharge of its statutory responsibilities.
